‘The Last Supper’ Five Practiced Conspirators And Sandy Annabi Meet Hours Before Her Vote Reversal
Does anyone seriously believe that any significant amount of money exchanged hands to lubricate the passage of approvals by Yonkers City Council for either the Ridge Hill development or Longfellow Senior Housing, and Phil Amicone and Nick Spano received nothing for their efforts? Of course not. Nick and Phil, between them, controlled the Republican patronage machine in Yonkers; and, as between them, Nick was clearly el Capo.
On the Democratic side of the aisle, it is well known that City Chair, now Chairman of the County Legislature, Ken Jenkins, had lined up agency of the rentals in Ridge Hill for his ERA Gem Real Estate Brokerage. Let no one suggest that corruption isn’t an equal opportunity enterprise in Yonkers, with Republicans and Democrats cooperating to each grab a share. And, let’s not lose sight of the fact that Mike Spano is licensed to Ken Jenkins’ office.
We are informed by an exceptionally reliable and knowledgeable source, from first-hand observation, that a certain Italian restaurant in New Rochelle was the scene of a supper meeting attended by Al Pirro, Nick Spano, Mike Spano, as well as Anthony Mangone, Zehy Jereis and Sandy Annabi on the evening before the Yonkers City Council meeting at which Annabi changed her position and voted to enable the Ridge Hill Development Project to go forward; in a sense, a Last Supper.
Does such a meeting, in and of itself, prove any wrongdoing, any bribery or extortion was occurring? No, of course not. It’s possible, just possible, that all of those Yonkers players were out to celebrate because Sandy had changed her position and advised all of them that she would be voting in favor of Ridge Hill after all, because the builder, Bruce Ratner, had agreed to contribute $10 million to the Yonkers School System.
Pasta and a hot antipasto, even with a little Chianti to wash it all down, does not a conspiracy make. Neither does the payment of a seriously attractive, somewhat seductive, young woman’s utility bills, mortgage payments, or car lease, by members of the opposite sex, no matter how shady their prior histories.
We do not take breaches of public trust lightly, by any means, and we are only too well aware of the atmosphere of corruption engendered by a District Attorney who occupied the Office for 12 years while married to the most outrageous white-collar criminal in the County. One United States Attorney, who should have known better, MaryJo White, in fact, perpetuated the corrupt environment when she failed to include Jeanine Pirro in the original 67-count indictment that named Al, despite the fact that the case involved a 10-year-long tax fraud, 1988-1997, in which nine of those 10 years Jeanine jointly signed the tax returns.
Despite having been convicted in White Plains Federal District Court on June 20, 2000, and sentenced to 29 months in federal prison, Al was out by clever canard, in only 11. Additionally, although convicted of all 38 remaining counts of a 67- count indictment, after Judge Barrington Parker redacted the 29 most egregious counts involving the rip-off of Peekskill’s Hudson Valley Hospital, together with Robert Boyle, another of George Pataki’s crooked buddies, the Appellate Division, Second Department, never disbarred Al. Instead, they waited three years to act and then merely suspended his license for three years, beginning May 12, 2003.
No matter, Mr. Fixit, Al Pirro, went right on practicing law, making appearances before town boards and city planning commissions such as White Plains, and wherever he would normally appear, in direct disobedience to the specific conditions of his ‘slap-on-the-wrist’ suspension. No one can say the federal courts or state courts treated Al Pirro ‘badly’. Not only did they spare him; they also enabled him; and, now he pops up right in the middle of the Yonkers real estate development scandal. What a surprise!
After all, way back in 2003, before leaving office, then-Mayor John Spencer had retained Al Pirro as Yonkers’ official lobbyist, specifically tasked with the assignment of bringing qualified real estate developers to the City to help the administration that would soon be headed by his deputy, Phil Amicone, fulfill their master plan of development. Even in a culture of corruption such as Westchester, somehow Yonkers remains a standout for sheer chutzpah.
If every allegation in all 13 counts of Sandy Annabi’s federal indictment were essentially accurate, and, in fact, she benefitted to the tune of $166,000, still she would be a minor player by comparison with the likes of Al Pirro, Nick Spano, and the others at that table in New Rochelle. More likely, most of, if not all of, that cash ended up in Anthony Mangone’s, and Zehy Jereis’, accounts, well-trained soldiers in the Nick Spano mob.
As for the developers, they understand from years of doing business, that in Westchester, and particularly in Yonkers, for many decades, you don’t get the job and you don’t get through the City’s zoning, planning, and environmental approvals in a timely fashion unless you grease several palms. They simply know and accept the network of corruption as the price of doing business.
We understand the difference between those developers who can legitimately be said to have been victims of extortion, and those who routinely distribute envelopes filled with cash as a vital protocol. In either case, a serious crime has been committed when a government official has been paid off and the public trust has been breached. We are reminded of the County Courthouse at 111 Dr. Martin Luther King, Jr. Boulevard in White Plains, where, after only 20 years, the siding was falling off the building that had been constructed by a builder brought to the project by Al Pirro. The consequences of kickbacks are often inferior materials and/or workmanship.
Given the $600-$800 million price tag on Ridge Hill alone, the notion that a clique composed of the Spano brothers (Nick and Mike), Al Pirro, Anthony Mangone and Zehy Jereis, would content themselves with a few hundred thousand dollars in ‘consulting fees’ is ludicrous. If Sandy Annabi did, in fact, accept some personal enrichment to alter her vote with respect either to the Longfellow, or the Ridge Hill projects – and that will take some serious proving – she was clearly a tool in the hands of the five political operatives and felons seated at that table with her in New Rochelle less than 24 hours before she cast her vote.
Interestingly, both Nick and Mikey Spano have now been very quick to disown and deny any association with, or knowledge of, Jereis’ or Mangone’s activities with regard to either project. However, my source is holding steadfast to the account of who they saw, where, and when. Even 1/10th of one percent of a $600 million project would involve $600,000. The United States Attorney is talking about $166,000.
Finally, Mike Edelman has been unusually talkative and ‘blogative’, even for him, since the unsealing of the Annabi Indictment. It would seem he “protesteth a bit too much”, particularly with respect to Al Pirro and the Spano brothers, not to mention Phil Amicone, also very quick to disassociate himself with strong words of denouncement.

Nick Spano Insults Our Intelligence
Former State Senator Nicholas Spano would appear to be a brazen liar whose denials and claims insult our intelligence, given that his last three election victories, 2000, 2002, and 2004, all involved election fraud. The contest in 2004 required a massive conspiracy to put him across. There was a good reason why it was the longest-disputed election in New York State history. It isn’t easy to turn a loss by more than three hundred votes into a victory by eighteen.
And, make no mistake about it, the eighteen stood for Nick, his fifteen siblings, and both of his parents. He and his henchmen, including, admitted election fraudster, Anthony Mangone, who had to cover his smirk throughout the last count, were just that cynical.
That conspiracy which ran from Election Day in November 2004, all the way into February of the next year, got everybody into the act, including, but certainly not limited to: Jeanine Pirro, Joe Bruno, Appellate Division Judge Robert Spolzino, Supreme Court Justice Ira Warshawsky, Election Commissioners Reginald LaFayette
and Carolee Sunderland, the Westchester County Department of Public Safety, Anthony Mangone, and a host of other Spano henchmen.
Now, this man who spent nearly three decades in Albany feeding from the same contaminated trough as Guy Velella and others of that ilk, building up a staff of more than thirty, with a payroll of more than $1.2 million, giving jobs to people like Anthony Mangone, Giulio Cavallo, under investigation for election fraud, James Surdoval, convicted pedophile, and Zehy Jereis, convicted drug dealer and election fraudster, would like us to believe he was a mere disinterested party with regard to the $100,000 consultant fee paid to Jereis from the “Member Item” $175,000 grant that he obtained for the Yonkers Chamber of Horrors, oops, We
meant Commerce.
This man with unclean hands would have us believe that he had no foreknowledge that Zehy Jereis, who he personally installed as Yonkers Republican Committee Chairman, who he gave a six-figure job to as his Administrative Assistant, and who he put into the County Board of Elections despite his election fraud,
and drug dealing conviction, would be getting $100,000 as a consultant from the $175,000 grant he had arranged for the Chamber. Like Jereis, Nick would have us believe that he had no influence, no say, in the Chamber’s selection.
We say, Tell it to the Marines. Mr. Spano’s problem is simply that he and his Mob have been getting away with such blatant corruption for so long, aided, abetted, and protected by Jeanine Pirro, George Pataki, and others, including certain very corrupt judges, that he believes we’re all a bunch of fools. He believes that he can
get away with anything, even signing off on court-appointed custodialships, and committeeships of incompetents, using “Esq.” after his name, hundreds of thousands of dollars worth, though he is not a law school graduate. One particular judge has been rumored to be fee-splitting for years.
One has to wonder about a professed public servant so closely aligned with admitted, and convicted, pedophiles, drug dealers, and election fixers. It’s not as though he’s been running a rehab agency for reformed and repentant criminal offenders.
Quite the contrary; in fact, the election offenses were committed in Nick’s behalf. Anthony Mangone was Nick’s campaign manager in 2000 when he forged 166 Green Party and Independence Party primary ballots. We are reminded of the old expression, “Show me your friends and I’ll tell you who you are.”

Federal Indictment!
FBI And Federal Prosecutors Having A Field Day In Westchester Election Fraud, Misappropriation Of Funds, And, Everywhere Arrogance.
If one had to identify a signature characteristic of Jeanine Pirro’s public persona it would certainly be arrogance. Everything she will be remembered for, mostly evil, and unlawful, will be tinged with that unmistakable arrogance. It was arrogance that prevented her from making a joke about herself when she lost ‘page ten’ and it was arrogance that allowed her to publicly vilify United States Attorney Mary Jo White during her husband Albert’s tax fraud trial, despite having been left out of the indictment involving ten years of fraudulent joint tax returns. In the end it will be that same arrogance that helped bring her down.
Clearly, throughout her twelve-year reign as Westchester DA she was the undisputed center, the de facto leader, by virtue of her power to prosecute, of the cabal, the corrupt mob that continues in its unlawful enterprise without her. Sleazy creatures all, including the likes of Larry Schwartz, Deputy County Executive, Nick Spano, former State Senator, Giulio Cavallo, embattled Chairman of the Westchester Independence Party, and Zehy Jereis, Convicted Drug Dealing Felon, and Chairman of the Yonkers Republican Committee, to name but a few; every one as arrogant as Pirro.
Imagine, the arrogance of Guilio Cavallo involved in a life-anddeath struggle with Nader Sayegh, and the decent law-abiding faction of the Independence Party, for control, and under a restraining order, and an order to appear, from State Supreme Court Justice Donovan, nevertheless going around and boasting to everyone that he has been assured that, “the fix is in with the Appellate Division,” and that Donovan’s ruling will be overturned. Imagine too, that this same creature who purports to represent more than 15,000 registered Independence Party members is still soliciting to get pistol permits for $5,000, through his connections with Larry Schwartz and Tom Belfiore.
To decent, honest, citizens the blatant criminal activities that Cavallo, Larry Schwartz, Nick Spano, Zehy Jereis, andassociates, continue to routinely engage in, despite the fact that the United States Attorney’s Office is diligently pursuing their Presidential mandate to clean up the corruption in “the suburbs north of New York City,” might seem unfathomable. But, again, it’s all about arrogance, with a generous helping of denial thrown in for good measure.
Simply stated, these players, common criminals all, have gotten away with so much, for so long, it simply doesn’t enter their minds that the ‘gig is up.’ After all, consider Nick Spano, former State Senator from the 35th District, who for years surrounded himself with the likes, not only of Zehy Jereis, convicted drug dealer, and accused election fraudster, but also Anthony Mangone, admitted forger of 166 ballots in the Green Party and IndependenceParty primaries of 2000. Anthony was Nick’s campaign manager, as well as hislegal advisor. As legal advisor he was paid $125,000 of taxpayers’ money.
Of course, after his admission of massive ballot forgery, under cross-examination at the Dennis Wedra trial in 2002, Mangone dropped back to part-time employment for Senator Nick, at $50,000. But, not to worry, then-DA Jeanine Pirro, got him a full-time position in her husband Albert’s former law firm. And, of course, Mangone continued to work on Nick’s following election bids, most helpful in the the_ of the 2004 election from Andrea Stewart-Cousins, a stunt they were thwarted from repeating last year because of the presence of federal monitors.
Speaking about the contest for the 35th State Senatorial District in 2004, the the_ - and the_ is the right word - could never have been pulled o_ , over those three months of manipulation and fraud, had it not begun with the bogus ruling of Judge Robert Spolzino, of the Appellate Division, Second Department, who less than two years earlier had been Senator Spano’s personal attorney. Conflict of interest you say? How did the Democratic Election Commissioner, who just happened to also be the Chairman of the Westchester Democratic Committee, allow that to happen, you ask? Go ask Larry Schwartz, who orchestrated the whole thing, much as he had a hand in fixing every other major election in Westchester for the better part of two decades.
Perhaps, not so incidentally, Cavallo’s boast that “the fix is in” at the Appellate Division might just have something to do with Judge Spolzino, and/or Judge Joseph Covello, and a number of other Pataki-appointed “ Whores Who Became Madams.”
Difficult as it may be to fathom the shear gall with which these political imposters, these influence peddlers, operate in our faces the way they do, once again, it must be remembered that they have been getting away with it for so long, protected from prosecution by a corrupt District Attorney’s Office, and from exposure by a very cooperative,bought-off, media and press. Nearly seven years ago, News12, Cablevision, through their Lightpath division, received a $23.5 million, five year, no-bid, contract from the County of Westchester, Office of the County Executive. that kind of money buys a lot of news management. Larry Schwartz knows that, and so does Janine Rose, News12 news director. Add to that the fact that the Journal News president and publisher, until a little while ago, was Gary Sherlock, business partner of Albert Pirro, and the cabal has had little to fear from the press.
No, it wasn’t really about a failed costume jewelry business, nor even attempts to tape her husband on his boat with another woman, that attracted the United States Attorney’s Office to Jeanine Pirro. It was about election fraud, abuse of public office, misappropriation of public funds, tax evasion, and crimes of that weight, the same offenses that will soon bring down every other arrogant member of the cabal. As the expression goes, what we send in to the lives of others eventually comes back into our own.

Andrea v. Nick...Here We Go Again?
Last week’s election was probably one of the more important elections in many years. Many Americans were feeling that stuck in a war that they never asked for. Many were speaking out against the present
Administration’s civil rights violations, including illegal wiretapping. Few would argue that the middle class is rapidly becoming extinct, and fewer still would dispute the probability that recent elections were stolen, and our nation’s finances have very seriously deteriorated under a President who has shown little respect for our Constitution. The American people would appear to have shown President Bush that they’re fed up with ‘business as usual’ by their behavior at the polls. As a result, Democrats gained control of both the House and Senate.
The election resulted in a virtual reversal of fortune for the Bush White House. As a result, voters are now anticipating greater accountability, expecting newly-elected members of both the House and Senate to stand up to Bush and Cheney. John Hall was elected for just that purpose.
Election night I covered Hall’s campaign at the Colonial Terrace Ballroom in Cortlandt Manor for the Westchester Guardian. Hundreds of people were gathered to watch the election returns while enjoying cocktails and hors d’oeuvres. There were people from all over the entire 19th Congressional District, and several from other districts as well. Many were people who had worked and campaigned hard for Hall.
Mingling with Hall’s supporters, I had the opportunity to speak with several about their support for him, and their expectations come January. From a group of 20 Local 1199 SEIU members, I spoke with a Ms. Lisa Brown who said she was there to support Hall, “because of his stance on Healthcare.” Dennis Rivera, Union President of Local 1199, had endorsed Hall for Congress. Arnie Paglia, a Cortland Manor resident and owner of the Division Street Grill in Peekskill, declared, “Sue Kelly didn’t have peripheral strength to stand up for the right thing.” He was happy to see the unseating of a complicit incumbent.
In his victory speech Hall spoke about “taking our country back” and said, “we as US citizens have a right to air our grievances with our government.” Taking a moment to thank his supporters, staff, family, and music industry colleagues, Hall said, it was “People-power which overcame $2 million in special interest money,” and, “Truth overcoming lies which sent him to Washington.” He told the crowd, “ We’re on the move to take back the country and returning power to the people from Corporate America.”
Being a founding member of the music group Orleans, Hall also felt that the power of music gave his campaign a spiritual recharge which lifted his drive to succeed in the election. Appropriately, he ended his speech singing, “I Am A Patriot” as the crowd joined in with jubilation.
The 19th Congressional District which encompasses Orange, Rockland, Dutchess, Westchester and Putnam counties, was grossly under-represented by Republican Congresswoman Sue Kelly for the past 12 years. Sensing her impending loss, as a last-ditch effort Kelly’s campaign, aided by the Republican National Committee, literally bombarded voters with constant negative phone calls about John Hall, to the point where some complained that they were being called at least 10 times a day. It would appear that plan backfired.
Of course Jay Townsend, Kelly’s campaign spokesman, claims that she lost because of anger over Iraq, which he referred to as “a Democratic tsunami.” Townsend went on to further speculate, “it’s a six-year itch, when one party is in control of the White House for six years, it is normal to lose seats.”
It would appear, however, that there were more reasons. Kelly had voted to go to war in Iraq but in June voted with most Republicans to reject a timetable for the withdrawal of US troops. She refused a series of face-to-face debates, having voted along with the GOP for tax cuts to the wealthy and having expressed her belief that Indian Point did not need to be shut down. Furthermore Kelly, having held her seat for 12 years was seldome seen by the people in her district except on television at election time or when showing up for photo-ops with Republican office-holders at ribbon. As of last Thursday, Kelly had not conceded and was challenging the outcome of the election
Sentiment amongst most voters in the Hudson Valley was that John Hall had won. Hall expressed his belief that when all of the votes are tallied, he will be victorious. He had promised more visibility and accountability upon going to Washington.

White Plains, Thursday, November 9th, attorneys for Andrea Stewart-Cousins, apparent winner in the race for State Senate in the 35th Senatorial District, and incumbent Nicolas Spano, appeared in State Supreme Court to file motions before Judge Francis Nicolai in connection with the documentation of the outcome of the election.
Present in the courtroom were Attorneys Henry Berger, and Jeff Pearlman, representing Stewart-Cousins, and John Ciampoli, and Anthony Mangone representing Spano, and Rosemarie Panio, Westchester County Republican Chair, respectively.
Also present were Democratic Election Commissioner Reginald LaFayette, his counter-part Republican Commissioner Carolee Sunderland, Democratic Deputy Commissioner Jeanie Palazzola, and her Republican counter-part Melissa Nacerino, as well as Assistant County Attorney Gallagher.
Prior to the arrival of Judge Nicolai, Commissioner LaFayette, responding to a reporter’s question, indicated, “Nothing has been opened yet.”
Commissioner Sunderland, asked about how many absentee ballots had been received, stated, “There are more than twentyseven hundred so far, with more coming in until next Tuesday.”
Immediately upon entering Judge Nicolai offered, “I would suggest that what might be best at this time would be a brief adjournment until we see what develops.”
Attorney Berger responded, “I think that we can wait until next Thursday.”
Attorney Ciampoli agreed, however asking the Court if he might have “a survey of all the
paper ballots.”
Judge Nicolai expressed a willingness to go along with the request, and set Thursday November
16th, at 3pm for reopening of the hearing.
Outside the courthouse, remembering the record-setting, more-than-three-month election dispute between Stewart-Cousins and Spano following their contest in 2004, The Westchester Guardian asked Republican Attorney Ciampoli, “So, we’re not anticipating a protracted litigation, are we?”
Ciampoli responded, “I never anticipate anything. We’ll see what happens.”
Confronted with the same inquiry, Attorney Berger responded with an immediate, “No.”

State Senator Nicholas Spano, responding to his opponent Andrea Stewart-Cousins’ call for Justice Department
poll monitors for next week’s coming election, stated that he had already approached County Executive Andy Spano in a letter two weeks ago, asking him to set up a task force in cooperation with the Justice Department to insure that no voters are disenfranchised.

Yonkers , NY — Democratic State Senate candidate Andrea Stewart-Cousins today called on the Westchester Board of Elections to implement a three-point plan to ensure that every vote is counted in the September 12th primary election.
Stewart-Cousins stated: “In 2004, thousands of votes were thrown out due to voter confusion; that could have -- and should have -- been prevented. This Primary Day, we must do everything possible to make sure that voters understand when, where and how to vote. We must ensure that every vote is counted.”
In 2004, thousands of voters were disenfranchised due to a lack of “Street Finders” at polling locations -- books that tell voters the proper Election District in which to vote -- and a lack of staff directing people to the correct voting machines.
This year, the Westchester Board of Elections has moved several poll locations to allow for handicapped accessibility.
To ensure that the confusion that disenfranchised thousands of voters in 2004 does not occur on Primary Day, Stewart-Cousins introduced her Three-Point Plan:
1. Westchester Board of Elections should send out a follow-up mailing to all voters assigned to new poll locations, stating in large font that the location has changed, and providing the address of the new location.
2. Adequately staff all polling locations and assign individuals to help direct voters to the proper voting machines.

Yonkers, NY – On Monday, August 28, Democratic State Senate candidate Andrea Stewart-Cousins blasted Republican State Senator Nick Spano for reaching a “new low in dirty campaigning” by unleashing a new, misleading attack ad. The ad attempts to link Democratic Stewart-Cousins to pedophiles and sex offenders in “our backyard”, while showing pictures of children and suburban neighborhoods. The ad tries to justify the linkage by attacking her for failing to oppose the placement of a homeless shelter in Senator Spano’s district.
Stewart-Cousins, however, does not represent the district into which the shelter was moved and the Westchester County Legislature, where Stewart-Cousins serves, had no role in the decision to relocate the shelter.
“Republican Nick Spano is following the classic Karl Rove strategy of making misleading charges against his opponent to attempt to distract voters from his record of failure in Albany,” said Stewart-Cousins. “Apparently,
after 20 years in office, Sen. Spano still does not understand where his district is. His ad criticizes me for failing to oppose the placement of a shelter in his own district. I do not represent that district – he does. When I came within 18 votes of defeating him in 2004, he said that it was a ‘wake up call.” Well, he’s apparently hit the snooze button.”
